Education Project: The right of children to quality basic education

Background :

Morocco has a population of 30 million (of which 45% live in rural areas) and an annual growth rate of 1.4%.  Current political and social developments in Morocco have led to series of reforms like the new Family Code, the new Labor Code and the Charter for Education and Training.

Children in Morocco and the right to quality education :

As a result of substantial efforts in Morocco the school attendance rate for children aged 6 to 11 has increased from 54% in 1991 to 93% in 2005-2006, and to 90% for girls only.  The school attendance rate for children between the ages of 12 to 14 increased to 73.5% overall and to 66.6% for girls only in 2005-2006.

Project description :

The project's aim is to raise school attendance rates and fight dropout by making school a pleasant place.
The project will improve the quality of education based on an assessment of the education system. It will also improve and diversify teaching.
Then, the improvements will be applied on a regional level.
The following NGOs will be supporting the project throughout its conception, implementation and monitoring: AMASDEQ, ATFAL, FDF, ALBARZAKH, ASBI.

Geographic coverage :

The programme will be implemented in four regions and extended to three other regions from 2007.
Clairefontaine's funds will be used primarily in the two Southern regions of Marrakech and Agadir and in the two central regions of Casablanca and Rabat.
The project was elaborated after wide consultation with the various players involved in its development at both central, and regional and provincial levels.

Aims and expected results :

The project's general aim is to increase school attendance rates by 4% in the target regions for children between the ages of 6 and 15.
Its precise aim is to improve the quality of the educational services provided for children in 4000 pre-school establishments, 1200 elementary schools, 100 secondary schools and 100 non-formal education centers.
Currently, 20% of pre-school establishments, 60% of elementary schools, 25% of secondary schools and 50% of non-formal education centers are applying the quality grid procedure adapted according to their type of education.
Furthermore, 25% of teachers have received training in modern pre-school education methods and 60% of elementary school teachers now master formative evaluation techniques.
10% of the schools participating in the quality grid procedure introduce regional and local curricula.
